Owing to the movement of globalization and the New Southeast Policy, there are more foreign students applying to study languages and culture in Taiwan. Taiwan is famous for its democratic progress and advanced technology in mechanical engineering, health care, computer science and political stability. In comparison with other ASEAN countries, Taiwan is one of the best places for foreign students to visit and even stay. According to Peters, there are three forms of knowledge economy: the learning economy, the creative economy and the open knowledge economy. The knowledge economy leads the promises of open education. New communication and information technologies help language learners study foreign language effectively. Possessing these three forms makes it possible for foreign students coming to Taiwan to learn, to be creative and enjoy open knowledge. The foreign students come to Taiwan from different channels. They all have different stories. Since Minghsin University of Science and Technology (MUST) has accepted foreign students from different Southeast Asian countries, it is worthwhile to understand their motivations of learning foreign languages and culture in order to make their learning experience deeper and have an positive impact on their lives.
